Tuesday, 21st April 2026 marked a pivotal moment in Zambia's energy transition, His Excellency President Hakainde Hichilema officiated the successful launch of the Leopards Hill Solar & Battery Storage Project. A venture of this scale demonstrates what robust corporate governance infrastructure can deliver for large-scale foreign direct investment.

Barbet Zambia Corporate Secretaries Limited is proud to serve as Corporate Secretary to Globeleq, one of Africa's foremost independent power producers, as it advances this transformative 250 MWp solar photovoltaic and 150 MW/600 MWh battery energy storage system (BESS) development in Lusaka Province.

When an international energy developer of Globeleq's scale backed by the UK's British International Investment and Norway's Norfund enters a market like Zambia, the complexity of the regulatory landscape demands more than financial capabilities; it calls for precise, locally-anchored corporate governance.

From a business analysis standpoint, the risk surface for a project of this magnitude is considerable: multi-stakeholder coordination, grid connection agreements with ZESCO, land use frameworks with local agricultural partners and employment compliance of the workforce. Each of these dimensions carries regulatory, reputational, and operational risk that must be actively managed. This is precisely where Barbet Zambia's value proposition becomes material.

Globeleq's Zambia investment thesis is not limited to the Leopards Hill project. Its stake in the Lunsemfwa Hydro Power Company and the 56 MWp Kafue Solar project nearing financial close reflect a portfolio-building strategy with significant ongoing governance requirements. Barbet's relationship with Globeleq is therefore structured to scale alongside this expanding footprint, providing consistent, cost-effective secretarial support across multiple entities and project vehicles.

As Globeleq's Chief Executive Officer Jonathan Hoffman noted, the Leopards Hill project is designed to strengthen Zambia's energy system and expand opportunities for private sector offtake in a rapidly growing market. Barbet Zambia is committed to ensuring that the governance infrastructure supporting these ambitions is as solid as the 600 MWh battery system that will anchor the project's energy storage capability.

The Leopards Hill Solar & Battery Storage Project is a case study in what becomes possible when strong project development is matched with equally strong corporate governance. Barbet Zambia's role as Corporate Secretary to Globeleq is a testament to the firm's capacity to serve as a trusted partner to leading international investors operating at the frontier of Zambia's infrastructure development.

For organizations seeking to establish or grow their presence in Zambia, Barbet Zambia Corporate Secretaries Limited offers the expertise, regulatory insight, and local relationships necessary to navigate the compliance landscape efficiently  and to build the institutional credibility that underpins long-term success.
